I have a Cisco 3650-24PS that supports PoE+. Our 2600 and 2700 AP's Work fine. Our 2800 AP's are not working, they are unable to Connect to the WLC (8.3.140.0). The AP's are reporting 'Radio0 not started, not enough POE power'. We have an identical switch on another location and the 2800 AP's Works fine, getting PoE from the switch. I read the other articles here, suggesting turing off PoE and buy an external PoE-connector. But I would like to know why the AP's are not able to get enough Power?? I turned off all the other AP's on the switch, only two are active.

So I found the solution. The AP's was in mobility Express-mode, not what we had ordered. I logged onto every AP and enabled capwap-mode, problem solved.

I did Upgrade but no improvement. In general we had a lot of problems With the 2800 AP's, and I would recommend to evaluate other models. We have another site at another location who has the exact same switch and the same ios, and on this one there's no problem With the 2800. It's talking to another WLC running 8.3.140.0.
Looks like we have to try With Power injectors, AIR-PWRINJ6=

Leo - CSCvd30486 was fixed in 8.3.130.0 so shouldn't affect 8.3.140.0 anyway.
bvj - presume you checked that CDP is enabled on those ports?

I've seen a lot of Bug IDs that are rarely updated or correct. (This is why I remind people not to "trust" what the Bug IDs say.) It may say "fixed" but that's not accurate.
If in doubt, I'd always create a TAC Case and get the engineer to obtain the latest information (keeps them on the job too).

I can ping the AP from the WLC, but it doesn't join the Controller. We tried With a 2700 and didn't have any problems.

I have turned on the Power on 1/0/13 and 1/0/18, both have a 2800 Connected to the port. I only see one of them in CDP. On port 13 i turned the poe off and on, and it looks good;

Then after a couple of minutes the AP on port 13 reboots and I loose it on CDP never to be seen again ;-) - unless I manually disable/enable the port. I have 6 ap's on that switch, they all behave the same except for the one in port 18 which remains online (but doesn't join the Controller). I'll update the case when I get the Power injectors.

I'd be thinking about a TAC case before spending money on Power Injectors.
Cisco AP with Cisco switch should work and they can't blame it on 3rd party incompatibility.

It sounds like the issue isn't really about the radio not starting, but you are having connectivity issues, is that right? Are any of the ports configured with speed less than 1G? There is a bug on 8.3.140.0 that results in a similar problem when the port isn't running at 1G. No reachability to the network. The AP momentarily shows up in CDP, but then goes away. The AP should be able to register with the controller as long as it has enough power to come online, which can happen with less than 26.1W. The radios will not be operational until it registers with a controller though. I'd start with that, troubleshoot why the AP can't register with the controller, then work on getting the radios online.
