All,
I currently have a Cisco 5508 WLAN Controller with multiple SSIDs setup to use 802.1x with ISE for authentication.
I would like to add a new SSID to the 5508 and have it set to use local authentication only.
I have checked the Cisco documentation on the 5508 and the best I can find is with Local EAP:
Is this the correct approach?

Yes, that is how you configure local EAP.
Note that WLC is not ideal for a full fledged RADIUS server if you looking for a large scale deployment. This feature is mainly for lab setup or small scale deployments
