Hello everyone,
I have a Cisco AIR-CAP2702I-UXK9 access point running firmware version 15.3(3)JK7, connected to a 5520 Controller with firmware 8.10.171.0. The access point successfully connects to the controller, obtains an IP address from the correct subnet, and clients can connect to the AP without any issues. Everything seems to be working as expected.
However, I noticed the status LED on the access point cycles through green-red-off repeatedly.
After some research, I found the following Cisco documentation:
This document suggests that this may relate to regulatory domain settings, but it’s quite outdated, and I’ve read that the configuration utility has been removed from the Android platform.
Does anyone know how to address this LED status issue?

- Then I don't think it is an effective problem , but possibly related to the location feature being enabled ; check outputs from
show ap led-state <ap name>
show ap led-flash <ap name>
If it would be enabled ; try to disable using
config ap led-flash disable <ap name>

- Check the AP details on the controller and verify if the radio's are up.

- Those are more configuration menus ; there should be a more dashboard related view to check the status of the radio's ; probably if you can go to >Wireless > Access points & list all APs , press on your specific AP to get the details.
The above 'path' may vary but it's probably close ,

- I can't find any other reason for it ; for the time being. Unprimed should not matter , if one of the APs in the group has been primed ; I can only advise to upgrade the 5520 to 8.10.196.0 ; because the aireos platforms should use the last/latest release available these days , yet there isn't a direct correlation,

By the way, we also use Cisco 9800 Controller. I tried joining that controller, but it repeats the same Green-Red-Off.

- I would then advise to have a full check of the AP's status on the 9800 too , with checking similar menu's ;

Look for any radio's down ; because if with one AP only it is suspicious ,

When I checked as you mentioned, I saw that the operational status of 2.4GHz is active, but the operational status of 5GHz is inactive.
I used the command "ap name APd8b1.9016.7574 dot11 5ghz shutdown" to disable and re-enable it, but it did not activate.
As a separate point, in the advanced screen of Controller 5520, it shows "Regulatory Domains: 802.11bg:-UX 802.11a:-UX, Country Code UX, Universal Prime Status: Unprimed", while on Controller 9800, it appears as "Country Code: TR, Multiple Countries: TR, Universal Prime Status: Unprimed". This might provide some insight.

Are the other AP's also -UX models?
If so, and they're already primed, then they can be used to prime the un-primed AP:

Otherwise there's nothing you can do except replace the AP.
