Cisco AnyConnect slow speeds on MacBook Air

Using Cisco AnyConnect my 100 MB download drops Fromm 100 to 10 on my MacBook Pro - OSX  10.11.4 and my iPad Pro. Using the VPN direct on MacBool Pro it slows only 20 MB.

Are these machines both WiFi connected?

Yes. Cox WiFi

I agree with Philip. 

Compare your download performance on and off VPN. VPN typically halfs your performance. Say you have a 100Mbps pipe but over VPN expect half of that. I find most cases its normally on the VPN company side that is slows down because of congestion or slower links.

When you say "VPN Direct", you mean the VPN client built into you Mac?

So you are comparing the performance of AnyConnect versus the built in client.  Is that the case?

Yes, sorry. On the Mac I have used l2tp.vpn.ufl.edu successfully before. It does not drain the speed like AnyConnect. However, it is no longer working effectively to connect with the university intranet.

I doubt there is anything you can do on your side to advance this issue further (short of making sure it is not your own Internet connection or ISP).

Great. Is there any other VPN Client that does not decrease the performance?

You will need to contact the entity providing the VPN to find out that answer.
