what are you trying to do? the AP trying or Looking to join WLC in the network?
do you have WLC in the network ?
Try factory reset and test it.

Thanks so much for the valuable insight.
How do I enable the web access? I already have the login credentials and I am logged, I just to know the command to disable the "no ip http server" as the conventional "conf t" is not working.

- Disabling that message is not intended , better is to have the particular host (string) point to the wireless controller (on your DNS services) , besides other controller discovery mechanisms , if used ,

How do I enable the web access?

- If the AP is in capwap (client mode) then you don't have web access,

We need to clarify some points first ...
1. The 2700 AP can run autonomous (standalone) IOS (k9w7 image) or CAPWAP (lightweight k9w8 image). If the AP is running CAPWAP image then it can ONLY be configured by a Wireless LAN Controller (WLC) not from the command line. Type "show ver" on the CLI and if the software image name contains k9w8 then that is a lightweight AP (CAPWAP) software image.
2. If you want to run the AP as autonomous (without WLC) then you need to convert to autonomous mode by loading the autonomous IOS. Refer to https://mrncciew.com/2012/10/20/lightweight-to-autonomous-conversion/ or search for "cisco lightweight to autonomous conversion" for dozens of other guides and videos on how to do it. You will need a copy of the autonomous IOS image.

3. For autonomous IOS configuration refer to: https://www.cisco.com/c/en/us/td/docs/wireless/access_point/atnms-ap-8x/configuration/guide/cg-book.html
Note that those APs and IOS are now end of support so the software and guides will likely be removed from the Cisco web site sometime in the near future.
