Catalyst 9100 series cannot be configured in autonomous mode, and thee only option is to convert them into eWC mode (the evolution of previous Mobility Express) and configure it.

I'm confused about what I understand.
Is the WGB from the homepage you mentioned the same as the EWC setting? And on the Cisco homepage, there are three types: "Embedded Wireless Controller", "IOS XE Software AP Service Pack", and "Lightweight AP Software", so which version should I choose over 17?

No workgroup bridge is when you use 2 APs to create a bridge between 2 LAN segments.
If you are looking for a modern replacement for autonomous APs (which it sounds like you are) then you need to use EWC as @JPavonM advised.
When selecting a version refer to the latest TAC Recommended link below. Currently that is:
Cisco recommends 17.9.4 + SMU_CSCwh87343 + APSP (as needed) OR 17.9.4a + APSP(as needed) for all deployments.
But note that SMUs and APSPs are not available for EWC - only for 9800 hardware appliances and 9800-CL.
So currently 17.9.4a is the TAC recommended version to use.
