- Is this a member of a HA pair (?) , if so break the HA connections (for testing) , check if it can boot then ,

Remove all the connections and connect console and boot the WLC and post complete output here

I'm having the same issue on a 9800-80.
I've tried versions all the way up to 17.11. and used Bundle and Install modes.
Setting Confreg 0x0 at least lets it roll back to rommon after failing. My trouble seemed to start when I set confreg to 0x2142 to perform a password recovery.
