Hi Shringkel,
For a production deployment, I suggest to get Cisco TAC (Technical) support , as it need more details and hands on to troubleshoot the issue.

If it's a testing/lab deployment, based on the information you provided, by reloading the ISE Node will fix the issue. In some scenarios for this issue, even restarting ISE services won't be helping.

tac still open , but a had to rollback to 3.1 without no patch... with no patch... AD conenctor it is running ok always
