I'm configuring a Cisco 1562e and after successfully uploading my Mobility Express firmware and going through the initial configuration dialogue, I'm able to access the controller Web GUI at the configured Management IP Address; however, the Access Point itself (same device) doesn't appear nor does it broadcast the configured SSID. Does anyone know what I can do to fix this?

Have you enabled the DHCP range for the subnet where the AP is located?
I think you have specified or configured the IP address for managing the Cisco Mobility Wireless Express controller. But this WLC also has an internal AP that also needs a different IP address. Therefore, you need to enable DHCP so that the internal AP can get an IP address.
Once the internal AP gets an IP address, you will see the SSIDs.

And you could also configure the AP with a static IP if you don't want to use DHCP for some reason.
To access the AP from the ME WLC:
1. Use command "apciscoshell" to login to AP. Login using the AP credentials you setup initially or the defaults.
2. capwap ap ip static-ip-addr netmask default-gateway [ip-addr-dns1 | ip-addr-dns2] [domain-name]
