This is the Email Server option for 3.8 which I have and it works ok but I also have a Cisco Prime at 3.1

this option doesnt appear in 3.1 and I can not get the  sever to work with just port option

This donst appear in 3.1 is it set in another location in 3.1

Choose any one of the options from the Connection Security drop-down list. The available options are Plain Text, STARTTLS, and SSL/TLS.

Note

You must enter the corresponding port number in the Port text box.

This is 3.8 and I can make my email server work ok picking the correct security option

tep 1

Log in to Prime Infrastructure using a user ID with administrator privileges.

Step 2

Select Administration > Settings > System Settings > Mail and Notification > Mail Server Configuration.

Step 3

Under Primary SMTP Server, complete the Hostname/IP, User Name, Password, Port, and Confirm Password fields as appropriate for the email server you want Prime Infrastructure to use. Enter the IP address of the physical server. You cannot enter a virtual IP address in the Hostname/IP field, and the IP address cannot be behind a load balancer.

Step 4

Choose any one of the options from the Connection Security drop-down list. The available options are Plain Text, STARTTLS, and SSL/TLS.

Note

You must enter the corresponding port number in the Port text box.

as i remember old one uses TLS1.0 i guess not remember,. if your email server alerts, may not accept that connection i guess here.

instead use any relay if you have any SMTP relay in the network to fix the issue,

check on the email server when you do test SMTP what is the error?
