Reset to factory - where is this connected to Switch, or POE adaptor ? check on switch side and try different port ?

I'm sorry to hear about the issue you're experiencing with your Cisco WAP-131 after a power failure. The blinking power LED typically indicates a problem with the device's power supply for internal hardware. To resolve this issue, please follow these steps:
Ensure that the power source, such as the power adapter or PoE (Power over Ethernet) injector, is functioning correctly. Try a different power source or cable if possible.
Perform a power cycle: Disconnect the power source from the WAP-131, wait for a minute, and then reconnect it. Sometimes, power cycling can help in case of minor issues.
If the power LED continues to blink and the device doesn't respond, it might be necessary to perform a factory reset. However, please note that a factory reset will erase all configuration settings, so make sure to back up your configuration if possible.
