HI,

WE HAVE A CISCO WAP-131 BUT AFTER A POWER FAILURE, THE ACCESS POINT HAS THE POWER LED BLINKING AND DOES´NT WORK, CAN YOU HELP US PLEASE?

Try reset factory and test it (mostly the failure device)

Power Led continue flashing green and don't work. No access to administrator portal

Reset to factory - where is this connected to Switch, or POE adaptor ? check on switch side and try different port ?
