Configuration changes via browser not written to startup

I have recently discoverd that some changes applied via a browser interface are not applied to the startup configuration. I confirm this by starting a telnet session to the device and entering show start. This appears to be inconsistant in that sometimes I see the change from sh start and other times I do not.

Im using IOS release

c1200-k9w7-tar.123-2.JA

Update -

Discoverd that when I telnet to a device and try to copy running configuration to startup configuration, I recive the following error message.

apmp12001e#copy run start

Destination filename [startup-config]?

Building configuration...

Error writing new config file "flash:/config.txt.new"

nv_done: unable to open "flash:/config.txt.new"

Error writing new block-fs file "flash:/private-multiple-fs.new"[OK]

I have got exactly the same problem with same IOS :

nv_done: unable to open "flash:/private-multiple-fs.new"[OK]

NVRAM Verification Failed

Is it a defective nvram ap ?

i am also facing the same problem with one of my AP.
