We are facing an issue with CW9178I and CW9136I access points on the same CW9800M WLC.
Setup Details:
WLC Model: Catalyst 9800M
Access Point Models: CW9178I and CW9136I
Country Code: QA (Qatar)
Issue Description:
On IOS-XE 17.15.3, the CW9178I APs fail to update the regulatory domain for country code QA. Because of this, all radios remain down.
The CW9136I APs work fine on this version.
On IOS-XE 17.18.1, the CW9178I APs update the country code and regulatory domain correctly and all radios are up.
However, the CW9136I APs fail to join the controller in this version.
We need both CW9178I and CW9136I AP models to work together on the same controller.
Can anyone please advise:
Which IOS-XE version supports both AP models with country code QA?
Is there any known bug or workaround related to this regulatory domain issue for CW9178I?

TAC has resolved the issue.
We were observing the following messages on the AP console:
[*11/02/2025 12:49:08.4292] sh: write error: No space left on device
[*11/02/2025 12:49:08.4534] tar: write error: No space left on device

[*11/02/2025 12:45:21.3539] AP image version 17.9.4.27 backup 17.15.3.28, Controller 17.18.1.8
The AP was moved to the WLC running 17.9.4.27, and the image was swapped using the command:
WLC# ap name <AP_NAME> image swap
Note:
For model 9136, the AP should be running on 17.15.x in the active partition when attempting to join a WLC running 17.18.1.

Bit tricky may be ROW

check the Logs and troubleshooting :
open a TAC case - since different code behaving different here.

- @Muhammad Tabish When on 17.18.1 (advised) ; could you validate the controller configuration with the
CLI command show tech wireless and feed the output from that into
Wireless Config Analyzer
(Use the full command as outlined in green, don't use show tech-support )
- What is the full model name of the CW9136I access point ?
- Post the full boot sequence of the CW9136I access point
- Troubleshoot the joining process of the CW9136I access point

- @Muhammad Tabish No direct problem indicators find for those ; you do indeed need the -ROW model for QA
(Qatar).
You can verify the state of the AP country provisioning on the AP CLI with
show controllers dot11Radio 1 to display the -ROW domain and
the country to which the AP is assigned if any:
In the output from that command look for this line :
>...
>Carrier Set: ???????????? (what is reported over there)
Please note that the show controllers dot11Radio 1 command must be executed
on the access point (not the controller!)

Raise a TAC Case, copy in the Cisco AM/SE &/or Wireless PSS for the region and demand for an APSP to be generated. It is not acceptable that APs are sold when they are "software disable".

9178 is not supported in 17.15.3 for Qatar - so that's expected behaviour. However it is present in 17.18.1 - so it is expected for the radius to come up. Now when you say 9136 is failing to join the WLC 17.18.1, what exactly is happening? do you have any logs or can you some more info on this?
