We have 2 sites with a controller in each one with the same configuration. Each site has the same SSID but different DHCP pool range. Each time a user moves from one site to the other and connects, it keeps the same IP address from the previous site. Is this because of L2 Inter roaming? If so, how do I get it to recognize its a different site and ask for a new IP lease?

As per my understanding, if you do not like roaming, you should treat each site as seperate.

They are separate. They just have the same SSID.

This two site are geographically separate? You need to check if networks segments are different in both sites, under Interfaces section check the Dynamic interfaces configuration, especially DHCP server. Another question... are you using a Mobility Domain?

They are geographically separate. Each network is standalone but we do have a vpn connecting between them.
We are not using a mobility domain. We are using mobility groups but each site is different.

Ok.
Miguel, are you using Dynamic interfaces for your SSIDs?
Under DHCP server in each dynamic interface check that you are using a different DHCP server.

Yes we are using Dyanmic interfaces. Each controller is using the local DHCP server.

Can u share the output of "show running-config no-ap" of both WLC?

That command does not apply. We are using 3650s

What do you mean by "Unless mobility or L3 roaming is correctly configured"
