A very brief background: WEP was the first attempt to provide wireless security. WPA was developed to address security problems with WEP.

Encryption Mode WEP Mandatory means that the AP is configured to allow clients to associate and pass traffic using WEP encrytion.

Encryption Mode Cypher WEP128 is considered to be a migration mode that allows a mix of WEP capable clients and WPA capable clients to associate to the same SSID/VLAN. In other words, this encryption would allow clients using 128-bit WEP to associate and clients using WPA to associate.

To go one step further: Encryption Mode Cypher TKIP is for WPA capable clients.
