My thoughts were that the controller was supposed to downgrade or upgrade an AP if the versions did not match to match the controller. Is that not how this works? Or do I need to update the controller to match the 60 AP's we just bought?

Upgrade to controller to 17.6.4 is good option (if the AP shipped that verison, they can be downgradble as per i know)

What AP models you have registered in the WLC? If you have any WAVE 1 APs, then you need to stick with 17.3.6 as Cisco recommends 17.3.6 + APSP CCO image for all deployments with IOS APs (1700/2700/3700/1572). Refer the TAC recommended codes in my signature.
If you don't have any WAVE 1 APs (1700/2700/3700/1572) then you may upgrade to 17.6.4 as the FN highlighted by @marce1000 is impacting your AP.

Thanks all for the information. We actually bought around 500+ of these AP's so we are in the process of checking the other 460 that we ordered to see if they are V06 or earlier. If they are V07 we are going to be in a little bit of a pickle. Thanks again for the information!

Look at the back of the AP and see what is the Date of Manufacture. If the AP was manufactured ON or AFTER September 2022, then read FN - 72424 - Later Versions of Some Wi-Fi 6 Access Points Fail to Join the WLAN Controller.
