In some release notes for APSP it states that for example SP2 contains all the fixes of SP1, so you only have to install SP2.
But I cant quite seem to find this "wording" on APSP release notes for 17.9.4.
Did it change ?

There is no consistency and it (meant to be) confusing.
APSP5 states "fix for AP1830, AP1850, AP1540, AP1815 AP COS" but if one was to look at CSCwh83205, only 2 of the 7 Bug IDs are for the 1800/2800/3800/4800/1560 and the rest are for Catalyst 9k.
The best way is to raise a TAC case and get a formal answer from TAC.

Personally, I do not want to take any chances and neither should anyone.
Cisco's documentation practice is no longer "best practices" level. In the future, Cisco will depend on outside, i. e. non-Cisco, blogs and websites for their "documentation".

Personally I think it's a mess - no consistency. In general the APSP are supposed to be cumulative but then they come out with APSP for only certain models of AP which excludes fixes for other models of AP. As far as I have been able to asses for 17.9.4 you currently require APSP2 and APSP5 to get (almost) full coverage of all the fixes!
But according to the readme files and release notes APSP5 is missing "CSCwh16439 AIR-ANT2524V4C-RS= SIA antennas with unprogrammed EEPROM" from APSP4 (which is not available for download) so if you need that fix you'll have to ask TAC.
