Have you searched the big tool kit?  It seems that this has no affect on ap joining or not.

You may want to search around for that message and see what others have posted about it, troubleshoot the ap issue more and or open a tac case.

What model of AP?

What model of WLC?

What version of software are they running?

As @Scott Fella has pointed out there is a known bug for these log messages (cosmetic only) so if they're bothering you and you're running an old affected version then you should simply upgrade to a release with the fix.
