Is there any legal or other technical reason why you can't flex connect an AP from Canada to a WLC located in the US?
All data traffic will be locally switched at the Canada site. Something tells me Guest access can't be centrally switched.

You can't connect the AP from Canada to your WLC in the US because each country has a different RF domain. However, you can add Canada as a supported country to your WLC configuration, then the WLC will accept the connection with your AP in Canada.

Thanks, jonathga94. I am aware that you can add multiple countries however, I'm trying to find out if there are any data protection laws that might prevent a flex solution from Canada to the US or any other gotchas. Canada and the US can both be selected and obviously using the correct regulatory domain APs it appears possible.
I heard that logging or anything that might identify someone is not allowed to leave Canada. This customer typically has guest traffic centrally switched in other deployments so this would likely be a no go in this situation. Just need to find out if its true and where that is documented.

There are no restrictions that I am aware of for configuring Flexconnect for an AP. If you try to configure something that is not allowed on the WLC, you will see an error message explaining why you can't do it. Is that your case?

In Europe and the UK we have GDPR for these legal requirements and there transfer od data is also regulated between European countries, but also to/from US/CA (specially from Guests). I think there would be some between US and CA but to be sure your deployment is legally compliant, I'd recommend you to ask your legal department or somebody who can guide you on the needs and specially on the T&Cs.
