HA wlc stanby

The situation for the client is: 

HA 10.24.110.249
WLC1; 10.24.110.251; 
WLC2  10.24.110.252; 

I'm observing. The Ip . 251 is how stanby ?I guues the correct stanby wiil be ip .252, I suppose. why the ip 251 is how stanby ?
Additionally, I can see that the redundancy ip in the wlc.251 is the same. Is it correct ?
