I have a customer with an old 5508 Anchor controller which is used by a number of primary controllers. I built a new 5520 anchor controller but am trying to test it by bringing up a new mobility group on one of the primary controllers, that I plan to map a single AP, and test SSID to using a new AP group. However I cannot get the mobility group up from the primary controller to the new anchor. The data path is up, but the Control Path is Down. Is it because the old anchor and the new anchor are both trying to use UDP 11666? If so, is there a way to change the port the new anchor is trying to use for the tunnel? There are no firewalls or other traffic filtering devices (ACLs) between the new anchor and the primary controller I'm trying to test with.

- I would start with a checkup of the 5520 configuration using : WirelessAnalyzer input (procedure) for AireOs controllers
have the output analyzed with Wireless Config Analyzer
Also look into software versions on all involved controllers ; if possible and where needed take care according to :
https://www.cisco.com/c/en/us/support/docs/wireless/wireless-lan-controller-software/200046-tac-recommended-aireos.html
especially if there are older versions being used somewhere ,

I will give that a shot. I did just notice something that might be the problem. The MAC that is being reported on the new Anchor for the local mobility group does not match the burned in MAC for the new Anchor WLC. You can't change that in the config so I don't know how that got set to something different than the MAC on the WLC. Any ideas?

- This info does not relate to your problem (exactly) , but check if it can lead to hints :
