What would be the reason for high 5ghz utilization in cisco 9130 AP and how to mitigate it?
also the number of user is as per the recommendations?

When the 5 Ghz CU goes up, post the complete output to the following commands:
sh ap name <AP NAME> dot11 5ghz cleanair device
sh ap name <AP NAME> auto-rf dot 5 | i Profile
sh ap name <AP NAME> auto-rf dot 5 | sec Load Information

Like what @Leo Laohoo mentioned, check the bug toolkit for the version you are on and see if there is any reported cases. Do you see this on all your ap's or just some? Do you have other tools so you can check the utilization? As far as users per ap, that is really dependent on the design and if a site survey was performed. If you have areas that have too many clients per ap, you might have to add additional access points to help reduce that number so that ap's can help share the load in the given area.
You should also provide more details like screen shots, etc. so we can see what you are seeing.
