I WANT TO DOWNLOAD A NEW IMAGE TO THE WLC THE FILE ON CCO IS TAR AND NEEDS TO BE AES HOW DO I EXTRACT from tar and make it an aes file?

What exactly you want to do ? Typically once you upgrade WLC code version, it will push required image to APs

Then you have to upgrade WLC code, then AP will automatically get image upgraded.
Even you somehow upgrade AP image, when it register to WLC, WLC will overwrite AP image to match WLC code version

All Cisco Wireless Controller software image will end with .aes
I think you are looking at AP image which will have .tar extension
As Rasika explained, all APs associated with a controller will get their software pushed from the controller. Meaning WLC code will have AP image bundled into it. As soon as AP joins the WLC, it'll upgrade/downgrade it's image based on the WLC code.
If you are trying to add a new AP to the WLC, check the WLC software compatibility Matrix below and make sure your controllers are running on the correct image which supports the Access Points.
