How to bulk configure APs on the 9800?

In case of AireOS, it was possible to set APs in bulk in WLC as below.

config ap name "AP01" "aaaa.bbbb.cccc"
config ap primary-base "WLC1" "AP01" "192.168.1.10"

What are the commands for the 9800 IOS?

ap name <CURRENT NAME> name <NEW NAME>
ap name <AP NAME> controller primary <WLC NAME> <WLC IP ADDRESS>

NOTE:  The above commands must be entered via Enable mode (not Config mode).

Can I set the AP NAME by specifying the AP MAC?

Not supported.

On the main GUI, at the upper-right hand corner, click "Feedback" and then "I have a suggestion".  Put your comment(s), question(s), suggestion(s) in.

At least, someone tried.

ap name <AP NAME> static-ip ip-address <ADDRESS> netmask <NETMASK> gateway <GATEWAY>

As we've said before - are you sure you want to use static IP?
Why not use DHCP with option 43?

Yes I am planning to bulk set up with DHCP.
However, after joining the AP to the WLC via DHCP,
It is cumbersome because you have to change the IP of the AP again.
It is a pity that AP MAC address and IP cannot be mapped.

Take a look at the default ap hostname, it's something like AP and the Mac address.  You should be able to collect the Mac address when you are staging from the box itself and then have that entered into a spreadsheet as and example.  Your spreadsheet should be able to take that data and output the hostname.  Then you can use that hostname to make your changes to the ap.  So basically you would script the ap name and then you have another script that takes the new name make you other changes.  Same process you would do with AireOS back in the day's when you were not able to use Mac address or serial number, just ap hostname.
