For the 5508, you need to look at the box. You can reference the order also to see what SN is tied to the HA controller.

unfortunately I cannot check the order documents, SN looks normal, cannot recognize if it is HA unit or not:

Well one unit would be able to have license installed and the other will not. Have you checked to see if one has licenses already? These are new out of the box or live in an environment.

I need to build HA SSO.

Current WLC has 12 licenses 

which means it is not "CT5508-HA Unit", because "CT5508-HA Unit" should have no licenses, if I am not mistaken.

I need 50 licenses on one of two WLCs to build HA SSO?!

That is correct. You need 50 ap license to make a non-ha wlc as an HA.
