I can only see the Dashboard and Mointoring in C9800 gui

I have recently deployed a 2 virtual WLC c9800 on ESXi working as HA , v 17.4.1 .

Kind of strange after while , i can see only two tabs in the main window ( Dashboard and Monitoring ) , image attached.

is this normal ?

I run the same for testing on the same code with no issues. Look like a privilege issue with the login like what was mentioned previously. If you are using tacacs, could be hitting the wrong policy or wrong defined shell profile.
