Limiting Concurrent User Logins on 5760

I would like to set up a 5760 controller with a guest login portal (webauth) and limit the number of concurrent logins to just one for any given user.
I see a lot of documentation and discussion about how to do this on the Airespace platform but not for the converged access controllers. The 5760 command reference shows the following command:
wireless client max-user-login : Configures the maximum number of login sessions for a user.
However, that doesn't seem to work.
I found bug id CSCul96802: Max User Session not working with NGWC:

According to that bug, the issue was resolved in software version 03.06.01E. That is what I am running.
Eventually I will be using radius authentication, but for now I am testing with a local database authentication as per this document:
Has anyone been able to accomplish this on a 5760/3850/3650?

Oops! I just noticed that in the release notes for 3.6(1) the issues appears as being an open caveat. I am going to upgrade to 3.7 and will post the results.

i did upgrade the WLC 5760 to 3.7 but still facing the same issue.
the command "wireless client max-user-login 1" is not working.
