Local authentication bug

I just attempted to log into a 1231G AP that I have using the local account I created. I was connecting via HTTP. It didn't like what I was supplying for credentials. I then plugged in "Cisco" and the password "Cisco" and it let me in.

I checked the config, I did indeed take out the Cisco username so this account shouldn't work. On top of that, the account I created was in there!

Is this a bug?
