C9124AXI-ROW
If I remembered correctly, there is no such SKU as a "C9124AXI-ROW". 9124 does not support "ROW" (Rest Of World) and still abides by the old Regulatory Domain scheme.
I would be very careful (if not cautious) about purchasing C9124 in the next 8 months because we've been told that End-of-Sale/End-of-Life announcement is "imminent" affecting certain first generation of AX APs, namely 910x, 911x, 912x (which includes the 9124) and 9130. An alternative to the 9124 is the 9166D1 and this model is fairly new.
CP-8821 is a very old kit and has already past End-of-Sale date (August 2024). Reference: End-of-Sale and End-of-Life Announcement for the Cisco Wireless IP Phone 8821 and Charging Accessories
The replacement of the CP-8821 is the WP-840/860 which are made by TCL. Unfortunately, read the Data Sheet carefully, the WP-840/860 can only support Android 10. And many organization with very strict ICT Security will definitely not allow something that old to be in the network no matter how that network/VLAN is walled up. Read the WP-840/860 Data Sheet very well. For instance, Cisco has made it "difficult" for anyone to own and operate a WP-860 particularly when this model only has 1 year warranty and cannot attach a Service Contract to it.
The Cisco Wireless Phone 860 cannot be covered by a Smart Net Total Care agreement.
TCL, the manufacturer of the WP-840/860, has a new model that can support Android 14 but there is no word yet when (or how) Cisco is going to address this.
Depending on the use case of a "wireless phone", it is a lot cheaper to get an iPhone or any Android smartphone and load WebEx. If the need is for a "candybar" form factor (like the 7921/7925 or 8821) Cisco does not offer anything like it and it is better to look elsewhere.

Like @marce1000 says Cisco rarely publish device MTBF figures.
Normally the only way to get that info is for your Cisco account team to contact the BU directly and then they may be released to you under NDA agreement. So even if someone else has that data they are probably not allowed to share it with you.
@Leo Laohoo note that CW9166D1 is not an outdoor AP.
9124AXI is available as -ROW which can be confirmed at https://www.cisco.com/c/dam/assets/prod/wireless/wireless-compliance-tool/index.html and we have a whole lot of them installed:
9800#sh ap name <ap-name> invent
NAME: C9124AX, DESCR: Cisco Catalyst 9124AX Series Access Point
PID: C9124AXI-ROW, VID: 01, SN: XXXXXXXXXX
CW9163E is the next generation of outdoor access point currently available after 9124.
