My AP CAPWAP image downloading get rejected

Hello Expert,

When i add the C9136I-ROW(17.9.5) device to the WLC 17.12.3.31 image download fail due to WLC rejected image download from the ap log.
But WLC site can see the log "AP Model not supported for Predownload: C9136I-ROW".
Did anyone know why the capwap can not complete ?

  - Do you currently have any schemes active related to AP image predownload ; check with 
   9800#  show ap image

  - Have a checkup of the WLC's configuration using the CLI command show tech wireless 
    and feed the output from that into  : Wireless Config Analyzer

  - If all of this leads to no insights  , then clear any image predownloaded states using :
           9800# install activate
                         install commit
          This will probably reload the controller
           Let the AP try to join again afterwards ,

you can check below output, and install activate and commit not working issue still there
I have try to use another WLC(17.9.4a) also have the same issue.
