I just got an Cisco AIR-AP-2802i-e-k9 with The newest Mobility Express Image installed.
I tried setting it up via the Webinterface I gave it a fixed IP in my FritzBox and set the Managed IP Address to the exact IP I gave it in my FritzBox. I set the subnet Mask to 255.255.255.0 Default Gateway is FritzBox IP.
I created a Wireless Network in the Installation Wizard. after applying and restarting there is a WLAN Showing up in the WebGUI but I cant see an Access Point.
Also there is no WLAN Network broadcasting.
What is going on here? can I manually create an Access Point via CLI or the WebGUI?
Why is it not created automatically or do I need to manually change the mode to standalone?

Make sure you have the domain configured on the controller also. You have multiple ap's or you are just trying to find the AP or the Mobility Express controller?
Also keep in mind that there is a controller image and an ap image required.

I only have this AP and I want to use it in standalone mode, I do not have a controller. when I got it today (Mobility Express was preinstalled) I pluged it in and it broadcasted a wifi network, which I could connect to using the default password. Then when opening the web interface It first promted me to create a admin user which I did. then it went right to the setup wizard. shown in my question. I hit the apply button and it restarted but no wifi network was showing after reboot.
Is there a way to revert to image default without performing a factory reset and then have to write the image again?
Which Image do I need for standalone mode I was thinking it's the Cisco 2800 Series Mobility Express Release 8.10 Software,to be used for conversion from Lightweight Access Points only.

You are correct.
You have to know that a running AP with ME sw it will have 2 IP's:
- one for SW-ME and
- one for HW-AP.
So just be sure that now after you configured ME from wizard interface you have to access IP for SW-ME to be able to access the ME sw controller - check on your DHCP server for IP's allocated and try it.
edit: you already access it correct, just wait 2 min after boot till the AP will show in the interface, check in the Wireless Settings for Access Points and WLANs settings. Be sure the FritzBox it is allowed to allocate IP for HW-AP - you have the MAC on the AP label.
If you will reset to factory default you don't need to reinstall the ME-sw again, just to restart the configuration process as you already did.
Also keep in mind that you need a good power source: switch or Injector PoE CISCO PWRINJ6 - IEEE 802.3at 30W that can deliver required power other way AP will not enable radios so no SSID broadcast - still you can see and access the AP from ME interface.

Just keep reviewing other tutorial's as that is the best way. Also, if you don't have support, it might be hard to upgrade/downgrade. That is why buying Cisco or other Enterprise gear makes it hard for folks without support.

The others have already answered all your questions but the most likely reason you can't see the AP is because it doesn't have an IP. As @RxTx pointed out the ME AP runs the ME WLC as a virtual machine alongside the client serving AP software and they both need IP addresses. You talk about configuring the ME IP statically. You either need to do the same for the AP (via AP console from the ME CLI) or you need to use DHCP (much easier) to provide an IP in the same subnet as the ME management IP. As soon as the AP has an IP it will discover the WLC via broadcast on the subnet.
And as also pointed out already, the AP must have enough power - at least 802.3at (POE+) 30W from a switch port with CDP or LLDP enabled or a power injector with the same specifications otherwise the radios will remain shutdown even though the AP will come up.
