Passpoint/Hotspot 2.0 profile

Hi,

I have tried and downloaded some Passpoint profile and noticed that it is actually an xml file.

How is this Passpoint profile created?

Any way you want - manually (and of course you need to be able to sign it) or with software provided by various service providers.
Normally the provider of the Passpoint service will have a registration system which also creates the profile for you.
