We have upgraded from 3.8 to 3.9.
When trying to use the Smart licensing it is not connecting
I found that there is a bugg of some kind that makes Prime 3.9 not connecting.
How to use the traditional licensing when my licensing account looks like this:
Where can i find a file to download? I tried everything i could bot could not find a way to download.
These are found under "Smart Software Manager", is there any way to move them to traditional licensing:
to be able to download them?! and add them to prime as files.
I think that routing is working as needed, because i could ping tools.cisco.com from Prime's cli!
Any ideas!!

If you do a show run in the CLI, do you see ip dnssec? If so, do:
conf t
no ip dnssec
end
write memory
If your DNS servers don't support DNSSEC, Prime can't perform DNS lookups, and thus can't resolve the license server, IEEE OUID database, etc. This gets enabled by default, and if I recall, re-enabled after every major upgrade.

You need to install the latest patches -1 to work as expected :
check below thread :

Reload prime and check -
as per i know where was BUG
Once you installed patch 3.9.1 you should be ok.
1. check from prime you able to reach tools.cisco.com (as per the error it is not reachable)
2. if that is confirmed and able to reach tools.cisco.com
do some test (is this going via proxy to direct)
