In order to use 5Ghz with 3502 in Brazil you need to use AIR-CAP3502I-T-K9, not AIR-CAP3502I-A-K9.

If you check this table linked below you can find Brazil, and the column for 3502 AP, the correct regulatory domain is T:

http://www.cisco.com/c/en/us/products/collateral/wireless/access-points/product_data_sheet0900aecd80537b6a.html#Table280211abgnac

The 2.4Ghz works with A regulatory domain in Brazil, but not 5Ghz.  If you look at the (802.11)GN table it states that A is acceptable for 2.4Ghz only in Brazil:

http://www.cisco.com/c/en/us/products/collateral/wireless/access-points/product_data_sheet0900aecd80537b6a.html#Table480211gn

Hope this helps,

Pete.
