I am confused, when using Leap does the Wep key get changed each time the client device roams? What kind of time delay does this cause. Does the Access Point give out the new key or do you have to go all the way back to the Radius server to get the new key evertime you roam?

The whole process is run at the "new" AP. Also, if you have the timer set in the server, the whole process will run again without roaming at all.

Yes, your key gets changed when you roam to a new AP. The new AP contacts the radius server and authenticates you and negotiates a new key. The process is fast and there is no noticible delay over a regular non-leap roam unless your radius server is very slow. Your key also gets changed on a regular basis if you specify a session timeout value in your radius server (which I highly recommend). This process is seamless also and does not prompt for additional authentication at the client.
