Hi,
In what situation client is downshifting the rate after a retry happened in higher rate and even in lower data rate its retrying ?.
Is it ok an ipad mini using 24Mbps , Does it can go an higher data rate ?

If the client has selected to go with a lower rate then you would need to speak with the vendor of that client to find out what algorithm they use.

If there is a power mismatch between the station and the access point then station downshift the rate ?

I would say RSSI/SNR or packet retry could lead into downshift rates.
Even AP & Client power mismatch situations resulting retransmissions, so eventually client will try downshift rates.
