Unable to provision 9120 via CLI unless controllor is on the network

Hello,

I work for a company where i need to stage 9120 access points and provision them manually with a AP Name and Primary controller before i ship them out. After issuing the commands it seems the AP just ignores them and doesn't update the AP name or Controller info

This has never been a problem before, but the latest 5 boxes Ive received i found out i was no longer able to provision them.

Without a controller, the AP will not save any information. 

Spin up a 9800-CL (VM) as an alternative.

show run is the wrong command to use. 
What do you see if you use "sh capwap client config"?
