As i understand from the below table the 8x8 radio will function even with poe+ , why third row show upoe
what is the purpose of upoe here then ?

As per my understanding PoE+ delivery maximum 30W, UPoE (PoE++) Delivery 60W.

if you do not use USB, it will not required more, but POE++ (UPOE) can be used for other devices in the network, where they required to connect like any PoD/CCTV/small compute system/ PoS

I know this for zigbee and ble connection , but the cisco 9130 has integrated zigbee and ble . that was my question
second is it true thing poe + is giving power between 20 wats and 30 wats
for 8:8x8 radios require 25 wats, is it possible AP will draw always above 25 wats or any possibilities it will go below 25 wats ?

Zigbee is software disabled in the AP because there is "no demand" to get them enabled.
Biggest users of Zigbee are hotels. Upgrading APs is not a priority -- Trying to "stay afloat" is.

We have several 9130 in our network. If I disable USB, the AP will draw up to 30.0wac and the WLC is reporting them as "full power".

Keyword you need to "disable USB port in each AP"
USB port is there is each AP because Cisco wants to support Application hosting in 9100 series AP's.
