Hi

How to design 3504 as HA? 

there is no HA package or license as in the 5508 controllers.  as I understood from the document that we have to duplicate the license on the two controllers. Is this the right way to design it?

Is possible to migrate the license from 5508 controller to 3504?

No, you cannot migrate 5508 licenses to 3504 (as 3504 use RTU licenses which is different to traditional licencing)

If you ask your sales nicely, you might get an offer for migrating the old licenses into Cisco One licensing. It's a bit more expensive per AP, but it includes licenses for Prime, CMX and MSE, which can make it a good price.
