I am in the process of implementing a Pilot Wireless QoS on a 2500 series(8.2) WLC with AIR-LAP1142N APs.
My issue is upstream traffic with DSCP 46 gets place in the video queue and not voice.
The are a few suggestions to change to DSCP marking to 48, which will take care of this issue. However, its recommended to mark voice with 46.

If this is in the wireless frame then it is client device which set UP value initially. WLC/AP simply use that UP value to derive the CAPWAP DSCP value. see below diagram for clarity.
In future Cisco is looking to use original packet DSCP value to derive these rather UP value. Refer this IETF draft from Cisco to better understand
