Are any types of wireless LANs allowed in Qatar? http://www.cisco.com/warp/public/779/smbiz/wireless/approvals.html does not mention Qatar. If allowed, what Regulatory Domain / frequency plan applies?

You can contact the local cisco reseller, probably they must be able to help you.
You can locate a partner using the Partner locator tool at http://tools.cisco.com/WWChannels/LOCATR/jsp/partner_locator.jsp

Actually, I did that before posting here. I emailed the ones with the wireless specialization and have had no response. Thanks for your attempt to help.

I had the same problem. Some local suppliers replied and they all pointed out that -E is the correct regulatory domain.

That's incorrect Regulatory Domain for Qatar with the new models of AP. Go HERE to verify the correct Regulatory Domain.

But there is no entry for indoor AP in Qatar so I guess -E is the way to go.

Contact your local Cisco AM/SE. It's better they provide you with the correct information than buying the APs with the wrong Regulatory Domain.
I have no idea why the webpage only has outdoor APs.
