Cisco WLC 2504 with version 8.5.151.0.
one of my branch offices suddenly lost wireless, and around 10 mins later, partially recovered. but some area still didn't see any SSID.
checked the controller and found 3 APs didn't join the controller. they are 2702e. got following error:
spamApTask7: Jul 26 08:26:57.180: %CAPWAP-3-ENCODE_ERR: capwap_ac_sm.c:3353 The system has failed to encode Image data request (Requested Ap Image not found) to AP 00:3a:99:22:f5:40
*spamApTask7: Jul 26 08:26:57.180: %CAPWAP-3-IMAGE_DOWNLOAD_ERR3:
I change the time on the controller. try to reboot those APs, still no good.
Does anyone have any idea about this issue? please kindly help
thanks in advance.

If you have access to the AP in console mode, I would suggest to clear the cawpap config. "capwap ap erase all", if you dont, use the mode button and reset the AP.

Like Leo said - that FN or some of the others listed below.
The fact that you are seeing the problem with 2702 could also be due to flash corruption so refer to:
https://www.cisco.com/c/en/us/support/docs/field-notices/703/fn70330.html
https://www.cisco.com/c/en/us/support/docs/wireless-mobility/wireless-lan-wlan/213317-understanding-various-ap-ios-flash-corru.html
You should upgrade to 8.5.182.11 - link below.
Hopefully you already had "config ap cert-expiry-ignore {mic|ssc} enable" configured - if not you'll need that in addition to setting the time back to before cert expiry dates (AP and WLC certs).
