Ensure you have HTTPs for the 9800 management enabled and this is there.

Device(config)# parameter-map type webauth global
Device(config-params-parameter-map)# webauth-http-enable

Guide for Web Auth config here:

https://www.cisco.com/c/en/us/td/docs/wireless/controller/9800/17-3/config-guide/b_wl_17_3_cg/m_vewlc_sec_webauth_cg.html

WLC does not redirect the HTTPS traffic (by default, version 8.x you can enable it)

If you are on an AireOS WLC you can use the command: config network web-auth secureweb

But highly don't recommend this as it can cause a performance hit on the whole WLC, also the user may be presented with the certificate warning page.

Modem Windows, Apple and Android devices utilise a http redirect to test if a captive portal is present.

Also confirm you are not using 1.1.1.1 as the virtual IP address

Thank for your reply  @Haydn Andrews

I am using C9800 and with 192.0.2.1 ( non routable ip) as Virtual ip.

I am trying to make the automatic redirect via pops up works when the user signs into the Guest WiFi.
