If i erased the privilege user in a wlc 4404 and i just have a user with read-only privileges how can I get more privileges or created a new user with write privileges?

If you removed the user that had RW privileges from the WLC, you wither need to have a WCS setup so you can push a new Local Management User down to the WLC, or you would have had to have it setup to do TACACS, feature in 4.1 and better, and then you could get in and add a local account as well.
If you removed the RW user, and do not have the ability to either of the two above, then you need to console into the WLC, and issue Recover-Config after a clean boot, and start over.

I'm not sure if I am understanding this correctly, but maybe you could just add this user as a Lobby Ambassador with Read-Write privledges.
