FPD upgrade fail FPD path does not exist

I have a ASR9001 with 6.7.3 when I try and do a FPD upgrade here is what I am getting

rommon_fpd_agent[323]: %PLATFORM-FPD-3-ERR : fpd-err: Unable to unzip the binary file ,the FPD path does not exists : harddisk:

I have the fpd pie installed so my question is there a way to change the path to look at disk0: ?

 How did you run the command to start the upgrade. There is "location" option on the command upgrade hw-module fpd

How to Ask The Cisco Community for Help

Here is the command I used.  upgrade hw-module fpd rommon location 0/RSP0/CPU0 and I get the above result

If i do a sh fpd package I get the package information.
