Insert A9K-MOD160-SE A9K-MPA-8X10GE

Hi Guys, I read the Installing and Removing Line Cards and Transceiver Modules, for A9K-MOD-160 and A9K-MPA-8X10GE, so just two question:

* Before insert the A9K-MOD-160 is required insert the A9K-MPA-8X10GE module onto Line Card? Or Insert A9K-MOD-160 into ASR9010 after that installa the module A9K-MPA-8X10GE.

* License L3VPN is requiered copy to Slot where inserted the A9K-MOD-169 Line Card?

That's the correct procedure or some one can recommend other steps
