Can someone assist me.
I have created a bootable USB with ncs540-usb_boot-7.x.x.zip. I moved the zip file to the USB and extracted the ZIP file and moved
boot & EFI folders to the root of the USB
I insert to the router, power it on, break the boot by hitting ESC. Enter to boot menu and select the USB and it keeps failing.
I have tried it on USB1, USB2, USB3 and all 3 have same failure.
Can anyone shed any light?

This model runs XR7, did you download the USB file for eXR NCS540 models or XR7 NCS540 models?

You need ncs540l-usb_boot-7.8.1.zip not ncs540-usb_boot-7.8.1.zip, the non-L image should not be in this list:
https://software.cisco.com/download/home/286324693/type/280805694/release/7.8.1
