Please don't use this CLI on eXR, it triggers a VM reload and not a HW reload. In cXR there was no difference in 'reload' and 'hw-module loc <> reload', use the latter in eXR.

Hi,

   First off, use "show platform" to confirm no cards are locked for reasons like an upgrade not being yet done; only after confirming this, reload the box via "hw-module location all reload" on the NCS.
