I'm surprised at how many knobs I don't see for configuring the ATM interface on my 9k. Perhaps this bodes ill for my effort.
I am not getting ILMI to come-up, and odd errors related to AAL5 padding length. Here are some outputs:

Hi Evan,
In the logs, we could see that Receive side cells dropped for Unrecognized VPI/VCI and also AAL5 Trailer Length Errors (packets received from the remote end that were dropped because their packet length was bigger than the AAL5 trailer).
Here, WaitDevType — denotes ILMI process is initialized and in the process of sending ILMI packets to a neighbor.
In this case, the ILMI PVC is not yet established.
We suspect that there is some misconfiguration.
Could you open a TAC SR for this and also share the topology and configs of both routers, so that we can work on this.

say even, do you really need ILMI? to be honest we dont test for that heavily anymore. VC state is possibly better evaluated with faster protos like bfd for instance at L3.
ILMI auto config of circuits is sort of moot, as we dont do svc's for that matter.
I'd probably want to recommend to omit ILMI from the config...

No, I don't really need ILMI. It was just a first-attempt to see if anything was going to work.
Problem was isolated to bad hardware on the ATM switch.
