Will this bug affect version 16.6.4a or 16.6.5?

Does anyone know how I can get this patch file (PCA-11.6-ES18.tar) from my PC over to the Collaboration Assurance server.  I'm not a linux guy at all and I can't find any useful documentation.

We need also Dynamic Split Tunneling and Web Launch. Without this features you can't use AnyConnect especially in a current homeoffice environment. We currently use ASA 9.12.4(8) and ASDM 9.14(1).
